Negotiation and collective bargaining

Office for the Government as Employer (VTML) is one of the central labour market or-ganisations on the national level. The combined agreement at central level, the Collective Agreement for State Civil Servants and Employees Under Contract, is agreed by Office for the Government as Employer, Public Sector Negotiating Commission (JUKO), Trade Union Pro and the Trade Union for the Public and Welfare Sectors JHL. The agreements usually apply to the whole personnel within the Budget, meaning the state budgetary units; ministries as well as other agencies and institutions acting in various administrative branches.

The Collective Agreement for State Civil Servants and Employees Under Contract enters into force after it has been approved by the Government. If the agreement involves additional expenditures, it has to be forwarded to the Parliamentary Finance Committee for approval. The central agreement sets the overall cost framework for the government's collective settlement. The central agreement contains provisions on the contractual terms of service for central government as a whole as well as their development, and any negotiation and review clauses.
