Joint Metadata and Information Management

The measures under the Joint Metadata and Information Management (YTI) key government project are designed to establish the operational structures and basic infrastructure for effective information management in public administration, and to form part of the National Architecture for Digital Services.

Information is a significant component in public services. It is used in meeting people’s service needs and in performing the various duties required of public authorities. People should not be needlessly asked to resubmit information, but, rather, public authorities should be able to make use of existing information conveniently and flexibly.

With information managed effectively in this way, people will find it easier to use e-services in their dealings with different authorities, because the services will be better tailored to individual needs and will be continuously improved. The necessary information will also be clear and flexibly available. At the same time, data protection and information security will remain of the utmost importance. Businesses will also find a corresponding improvement in the e-services they use in contacts with the authorities.

The measures employed in the YTI project focus largely on the information environment jointly used in public administration, which forms the backdrop to the services visible to the general public and businesses, and on improving the level of cooperation, rather than on customer interfaces or service points.

The aim is to have more efficient practices in public administration and to increase the effectiveness of activities and services. The guiding principle of the project is that if digital services are to be of a high standard and service paths convenient, this has to be based on systematically managed definitions of the information content. By ensuring the openness of definitions and of information and handling at different stages of the information management process, the quality and usability of information can be improved.
