Finland will participate in NATO’s Prioritised Ukraine Requirements List (PURL) and endorse the using of frozen Russian assets to support Ukraine. According to Purra, Finland must respond to Russia’s escalating aggression against Ukraine, in particular its deliberate targeting of Ukrainian civilians.
