Programme to promote life event based digitalisation
The programme to promote life event based digitalisation will support the preparation of projects developing digital services for life events and business events, propose the implementation of projects that have been prepared and guide and coordinate the implementation of projects that are being launched.
The programme is based on an entry in the Government Programme of Prime Minister Petteri Orpo’s Government stating that during the government term, the Government will carry out projects to digitalise public and private services relating to life and business events so that these services operate seamlessly together. The programme also advances the objective of Finland’s Digital Compass to define and digitalise approximately 40 of the most significant and impactful service packages for life events by 2030.
The programme aims to produce at least 10 ready to implement project concepts relating to life and business events. The programme will also produce a long-term development plan for digital services centred on life events and a scalable and inclusive cooperation and development model for service packages.
A developer network will be built around the projects to be launched as a forum for experts in digital services centred on life events. This developer network will help make sure that the programme’s outputs are transparent and widely adopted, will help participants share best practices and will support co-creation.
The programme will be guided and monitored by a strategic steering group consisting of representatives of ministries, agencies, wellbeing services counties, municipalities and other key stakeholders.

Background
The Ministry of Finance prepared the implementation of the digitalisation of life and business events in 2022–2023. This was based to the objectives set out in Finland's digital compass. The outputs published as part of the pilot study are summarised below.
During the winter of 2022–2023, the Ministry of Finance asked organisations to highlight important life events that should be digitalised and, where applicable, automated.
An international reference study identified best practices related to digital services centred on life events in selected countries. The study looked at, for example, legislation, infrastructure, interoperability and changes in ways of working.
An analysis of the infrastructure for service packages centred on life events mapped the current situation and areas for development in national digital infrastructure and support for e-services.
A study of human-centric operating models looked at the management of human-centric development and compared management models applicable to projects to develop services centred on life events.
