Programme to promote life-event-based digitalisation
The programme to promote life-event-based digitalisation will support the preparation of projects developing digital services for life events and business events, propose the implementation of projects that have been prepared and guide and coordinate the implementation of projects that are being launched.
The programme is based on an entry in the Government Programme of Prime Minister Petteri Orpo’s Government stating that during the government term, the Government will carry out projects to digitalise public and private services relating to life and business events so that these services operate seamlessly together. The programme also advances the objective of Finland’s Digital Compass to define and digitalise approximately 40 of the most significant and impactful service packages for life events by 2030.
The programme aims to produce at least 10 ready to implement project concepts relating to life and business events. The programme will also produce a long-term development plan for digital services centred on life events and a scalable and inclusive cooperation and development model for service packages.
A developer network will be built around the projects to be launched as a forum for experts in digital services centred on life events. This developer network will help make sure that the programme’s outputs are transparent and widely adopted, will help participants share best practices and will support co-creation.
The programme will be guided and monitored by a strategic steering group consisting of representatives of ministries, agencies, wellbeing services counties, municipalities and other key stakeholders.

Programme outputs
The development plan presents a vision and measures for digitalising Finnish public services using an approach centred on life events. The plan describes the goals of the approach, assesses the strengths and challenges of the current situation and maps out current development trends. The plan describes a vision for the development of digitalisation centred on life events and the key factors that will help achieve that vision alongside six major service packages that should be moved forward in the coming years.
The service design project examined the use of services by young people aged 15 to 20 in criminal proceedings. The project produced development proposals that meet the needs of young people in particular in order to develop digital services. Although the project focused on young offenders and victims, the development proposals benefit all parties to the criminal proceedings regardless of their age.
During spring and summer 2025, the programme carried out a service design project on the business event of establishing a food sector company. More than 60 customer and stakeholder interviews in the project show that there is a need for a comprehensive examination of services for start-up entrepreneurs and development based on business events. The project created solution templates that streamline the use of services and referral to public services with the help of digital solutions.
During autumn 2024 and early 2025, the programme to promote life-event-based digitalisation carried out a service design project on the life-event of retirement. The purpose was to identify problem areas in the use of services related to retirement. At the same time, the possibilities for utilising digitalisation and automation in service development were assessed.
The programme to promote life-event-based digitalisation co-financed VTT's field experiment, the main objective of which was to produce experience data on how digital platforms for participation can support the development of public services and improve citizens' agency. The final report of the field trial describes the implementation, results and key lessons of the trial and gives recommendations for utilising digital tools and increasing citizen participation in the development of life-event-based service entities.
In autumn 2024, the promotion programme carried out an open survey to survey proposals for which services should be promoted in the coming years. Further preparation of the most successful proposals will be promoted during the programme period.
