ProcurFinland – making public procurement more effective

Procur Finland. ProcurFinland is a unique joint action plan of the public sector and business and industry that works to develop public procurement. Together, we will make public procurement more attractive, knowledge-based, cost effective and strategic. 

Within the scope of the programme, the Ministry of Finance, Association of Finnish Cities and Municipalities, Confederation of Finnish Industries, Suomen Yrittäjät and Hyvinvointialueyhtiö Hyvil Oy are developing ways to promote the societal impact of procurement, improve the responsible use of tax revenue and increase the sustainability of public finances. 

ProcurFinland brings the practical work and development of public procurement under the same umbrella. The programme provides buyers and sellers a meeting place where they can work to improve the attractiveness and quality of public procurement. We also offer tools and knowledge to improve the efficiency of procurement. 

The programme has been established for the term of 2024–2027 and is a continuation of the programme that ran from 2019 to 2023. In 2020, a National Public Procurement Strategy was drawn up for the programme. The strategy was implemented through broad-based cooperation across organisational boundaries. The implementation of the strategy will continue in this programme term with a particular focus on the objectives set out in the Government Programme. 

The development of public procurement is part of ProcurFinland – and vice versa. Development is a collaborative effort, and the outputs of the programme are freely available. 

National Public Procurement Strategy

Broad-based cooperation in the first programme term led to the formulation of a National Public Procurement Strategy. The strategy is organised around eight complementary intentions.

The implementation of the strategy will continue in the new programme term with a particular focus on the objectives set out in the Government Programme. The key goals for developing public procurement are to improve the sustainability of public finances, boost competition, improve knowledge-based management and encourage strategic thinking.
