Learning is part of every public official’s job description. It increasingly takes place on the job. New practices, structures and learning environments enable everyone to benefit from on-the-job learning. Central government personnel should feel that, in addition to working in a specific agency, they are also working for the state. In practice this means flexible availability and optimal sharing of competence in the central government between different agencies. 

The common digital learning environment of the central government, eOppiva, contains dozens of different training courses responding to a variety of skills needs. The free, shared training contents produced for central government employees by different means support public officials’ competence as well as promote the introduction of new work forms and the sharing of competence.
