Ministry of Social Affairs and Health to build national knowledge-based management model for research, development, education, innovation and competence development – stakeholders to join in preparation in autumn

The Ministry of Social Affairs and Health is preparing a national model and indicators for knowledge-based management to support research, development, education, innovation and competence development in the wellbeing services counties. An open online event will be held this autumn to provide all stakeholders with an opportunity to join in the preparation of the knowledge-based management model.
The model and indicators for knowledge-based management refer to common rules and indicators that can be used to assess how well research, development, education, innovation and competence development activities support the work and development of the wellbeing services counties and the objectives set for the renewal and growth of the sector. Uniform tools will ensure that the activities are based on knowledge, and they will also enable the long-term development of the activities.
Open online event in September
An open online event, along with opportunities to comment, will be organised in September 2025 to provide stakeholders with a forum to present their views on the development of the model and indicators for knowledge-based management. At the same time, the aim is to build a common understanding of what the goals of research, development, education, innovation and competence development activities are and how these activities can be appropriately assessed and guided.
Cooperation creates a common understanding
Growth in the Finnish health and wellbeing sector requires successful research, development, education, innovation and competence development activities where the wellbeing services counties play a key role. The effectiveness of these activities calls for cooperation and the clarification of common goals.
Towards a sustainable model for knowledge-based management
The work will be carried out together with the wellbeing services counties, central government and other stakeholders. Through co-development, we want to ensure that the indicators for research, development, education, innovation and competence development activities will serve the entire sector and provide a sustainable basis for knowledge-based management.

Developing a model and indicators is part of the RDI Growth Programme for Health and Wellbeing
Developing a national model and indicators for knowledge-based management is part of the RDI Growth Programme for Health and Wellbeing coordinated by the Ministry of Social Affairs and Health. The programme involves an assessment of research, development, education, innovation and competence development activities in the wellbeing services counties, the opportunities offered by these activities and the need to develop these activities. The assessment will help outline how goals, guidance and incentives can support the duties of the counties and boost growth and renewal in the sector.
