Starting points
The Finnish Government submitted a proposal on Finland’s accession to NATO to Parliament on 5 December 2022. Parliament approved the government proposal on Finland's accession to NATO on 1 March 2023. After all NATO Member States have ratified Finland's Accession Protocol, the Secretary-General of NATO invites Finland to accede to the North Atlantic Treaty. Finland becomes a Member of NATO when it deposits its instrument of accession to the Government of the United States of America. As a member of NATO, Finland must also accede to the Agreement
between the Parties to the North Atlantic Treaty regarding the Status of their Forces (NATO SOFA) and Protocol
on the Status of International Military Headquarters set up pursuant to the North Atlantic Treaty (Paris Protocol). The accession needs to take place within 12 months after Finland deposits its intrument of accession to the North Atlantic Treaty
As a NATO partner country, Finland has already applied the NATO SOFA and the Paris Protocol through treaty references after becoming a Party to the Agreement among the States Parties to the North Atlantic Treaty and the Other States Participating in the Partnership for Peace regarding the Status of Their Forces (PfP SOFA), and its first additional and the further additional protocol.
The accession requires that the Government plenary session submits to Parliament a government proposal. In order to prepare the government proposal, a working group was set up on 31 March 2023 and is chaired by the Ministry for Foreign Affairs.
