Goals and results
The tasks of the working group are to:
1. Provide an overall view of the current state and key challenges in Finland regarding the assessment of the economic impacts of climate change mitigation, climate change adaptation, and the green transition.
2. Identify methods for assessing the macroeconomic and public finance impacts of climate objectives and the policy measures supporting their achievement and review international practices for carrying out such assessments.
3. Prepare a plan for the measures needed to develop and implement a framework for macroeconomic impact assessment in Finland, taking into account the various methodological approaches, the required expertise, leadership and organisational arrangements, as well as other necessary conditions, such as resources, the availability of statistical data, and the integration of the research community into the assessment work and its further development.
Starting points
Both in Finland and internationally, it has been recognised that developing methods for assessing the macroeconomic impacts of climate and biodiversity-related risks, the measures taken to mitigate them, and the green transition presents a significant challenge.
Expertise related to assessing the macroeconomic and public finance impacts of the policy measures required to achieve climate and green transition objectives is limited, and the assessment of economic impacts within the Government is distributed across ministries according to their respective mandates. The Government does not currently have sufficient expertise or analytical tools to assess the macroeconomic impacts of these phenomena. The assessment of the macroeconomic impacts of climate plans, strategies, and climate measures is often unilateral, project-based, or entirely lacking.
In Finland, the Room for Growth project working group and the Working Group on Financing the Green Transition have proposed the development of a framework for assessing the macroeconomic impacts of climate change mitigation, climate-related risks, and the green transition. The National Audit Office of Finland considers such development to be well founded. In addition, the EU’s new budgetary directive requires Member States to take climate-related risks into account in the assessment of the sustainability of public finances. At the international level, the Coalition of Finance Ministers for Climate Action has examined best practices in methods for assessing economic impacts, as well as the related requirements for expertise, leadership, and governance.
Producing macroeconomic impact assessments to support decision-making falls within the responsibility of the Ministry of Finance. As responsibilities for the preparation of measures related to climate change and the green transition are divided among ministries according to their respective mandates, macroeconomic impact assessment requires a broad cross-governmental approach and close cooperation among ministries and with the Prime Minister’s Office, as well as close and long-term collaboration with the research community and the statistical authorities.
