The Ministry of Finance is preparing to implement the licencing and supervision functions of the new gambling system. The project is part of ensuring that activities governed by the new gambling system can be launched in stages from the start of 2026.

The project will implement the licencing and supervision activities of the new gambling system. The project must take into account and coordinate the legislative reform of the gambling system and the legislative reform of regional state administration as well as any changes to these legislative projects.

18.3.2026 | The Lottery Administration of the National Police Board has published guidelines for gambling operators on how to prevent money laundering and terrorist financing in gambling activities. The guidelines provide an overview and a summarised description of the obligations of gambling operators in preventing money laundering and terrorist financing.

22.4.2026 | Prime Minister Petteri Orpo’s Government has agreed on the General Government Fiscal Plan for 2027–2030. Both the global economy and Finland’s finances are facing challenges. In its spending limits session, the Government focused on new targeted measures to strengthen people’s confidence in the future and improve the conditions for growth and employment.

26.2.2021 | A study on the effects of diminished proceeds from gambling activities has been completed. The study examines four options for developing the Finnish gambling system. The working group sets as its primary option a comprehensive overhaul that would place gambling proceeds within the scope of universal coverage in central government revenue and existing beneficiaries would be under the spending limits procedure. The report was published on 26 February.

4.11.2021 | The fourth supplementary budget proposal for 2021 will reduce the central government’s net borrowing requirement for this year by approximately EUR 2.2 billion. The proposal takes into account changes in needs estimates resulting from the economic upturn and increases in tax revenue estimates. On the whole, the supplementary budget proposal envisages a reduction of approximately EUR 249 million in appropriations for 2021.

3.6.2026 | The Government submitted its second supplementary budget proposal for 2026 to Parliament on 3 June. The supplementary budget includes employment measures outlined in the spending limits session and investments in counter-drone capabilities and defence more broadly. The proposal also includes an increase to revenue estimates.

5.3.2018 | Finland’s Open Government weeks (5.- 13.3.2018) are part of the Open Government Partnership work. During the weeks several events and workshops are organised by the Ministry of Finance.

6.11.2025 | The annual meeting of Nordic and Baltic ministers for Digitalisation adopted a declaration promoting the adoption of European Digital Identity Wallets. The long-term ambition is to create an open and interoperable Nordic region.

8.5.2024 | The Gambling Administration of the National Police Board of Finland supervises to ensure that Veikkaus Oy and its agents comply with the Anti-Money Laundering Act, under which the supervisory authorities must have an up-to-date risk assessment of the prevention of money laundering and terrorist financing.

16.9.2020 | The Government is committed to protecting people’s wellbeing and the ability of businesses to cope during the coronavirus (COVID-19) crisis in Finland, with as few detrimental human and economic consequences as possible. Its recovery-focused budget proposal for 2021 provides a route for exiting the crisis and continues the development of the welfare state in a socially, ecologically and economically sustainable manner.

28.5.2025 | The Government submitted its second supplementary budget proposal for 2025 to Parliament on 28 May. The supplementary budget proposal includes investments in preparedness and transport projects, among other things.

23.11.2023 | On Thursday 23 November, the Government submitted its proposal to Parliament to amend the budget proposal for 2024. Among others, the proposal includes amendments related to support for Ukraine, the health and social services transfer calculation and central government transfers to local government. In line with the proposal, the revenue estimate will be increased by EUR 76 million, while the need for appropriations will decrease by EUR 48 million.
