Easing the management of the affairs of a deceased relative

The Ministry of Finance has launched a programme to ease the management of the affairs of a deceased relative. The objective of the programme is to ensure that it is easy to manage the affairs of a deceased relative by digitalising the necessary documents and increasing the use of automation. This will make official processes more efficient.

Goals and results

The programme will produce new services. These include e-services for citizens, an electronic estate inventory and a register of parties to the estate. New e-services will also make it easier to use paper-based services, which will remain an option in the future. According to the preliminary schedule, the introduction of new services and the entry into force of the necessary legislation will take place during 2027.

Starting points

The programme is based on the Prime Minister Petteri Orpo's Government Programme, which states that during the government term, the Government will carry out projects to digitalise public and private services relating to life and business events so that these services operate seamlessly together. One such project is to ensure the ease of managing the affairs of a deceased relative.

Ohjelman tuotokset sujuvoittavat osaltaan viranomaisrajat ylittävää asiointia, tehostavat julkisen hallinnon palvelutuotantoa, kehittävät digitalisaatiota edistävää lainsäädäntöä sekä edistävät julkisen hallinnon tiedonhallinnan yhteentoimivuutta. Tarvittavien asiakirjojen digitalisoimisella, automaation lisäämisellä sekä asiakaspalvelun ja manuaalisen työn tarpeen vähenemisellä on arvioitu olevan tuottavuusvaikutuksia eri viranomaisille. Ohjelma tukee myös osaltaan digitaalisen asioinnin ensisijaisuuden edistämistä ja siten sujuvampia ja ekologisesti kestävämpiä, ajasta ja paikasta riippumattomia julkisia palveluita.

The Ministry of Finance is responsible for the implementation and funding of the programme and for the overall coordination of the development projects included in the programme. The development work will be carried out by the Digital and Population Data Services Agency and the Finnish Tax Administration in their own projects. The Ministry of Finance and the Ministry of Justice will cooperate in drafting the necessary legislative amendments in the relevant legislative working group.
