Goals and results
The task of the working group is to draw up a report in the form of a government proposal on the legislative measures required to achieve the objectives of the programme of Easing the management of the affairs of a deceased relative.
Starting points
The Government Programme of Prime Minister Petteri Orpo states that during the government term, projects will be carried out to digitalise public and private services relating to life and business events so that these services operate seamlessly together. As one such whole, easing the management of the affairs of a deceased relative will be ensured.
The Government Programme also states that the right and opportunities of people to manage and utilise their own data will be strengthened and acting on behalf of another person and attending to the affairs of a deceased relative will be facilitated.
The legislation under preparation will enable the implementation of development projects that are already under way (e.g. an electronic register of the shareholders of the estate and an electronic inventory deed), the aim of which is to streamline the electronic handling of matters concerning deceased relatives. The possibility to use traditional paper-based services will also be retained.
The memorandum prepared in the programme's legislative drafting group was circulated for comments on the Lausuntopalvelu.fi website from 5 December 2025 to 6 February 2026. According to the preliminary schedule, the government proposal will be submitted to Parliament in the late spring of 2026.
