Finland’s Recovery and Resilience Plan forms part of the Sustainable Growth Programme for Finland.

30.9.2025 | Finland believes it has achieved further milestones in its Recovery and Resilience Plan (RRP). The Ministry of Finance filed the third payment request under the RRP with the European Commission on Tuesday 30 September.

11.10.2024 | Finland believes it has achieved further milestones in its Recovery and Resilience Plan (RRP). The Ministry of Finance filed the second payment request under the RRP with the European Commission on Friday 11 October.

The Sustainable Growth Programme for Finland will support growth that is ecologically, socially and economically sustainable in line with the aims of the Government Programme. The Sustainable Growth Programme will boost competitiveness, investment, research, development and innovation, as well as measures to raise skill levels.

30.6.2022 | Finland's share of funding from the EU's Recovery and Resilience Facility will decrease to EUR 1.8 billion at current prices, because Finland’s economy has developed better than forecast. Finland will receive a total of EUR 2.6 billion at current prices from the programmes in the EU's recovery plan (NextGenerationEU). The Ministerial Working Group on Sustainable Growth in Finland has outlined how Finland's Recovery and Resilience Plan will be updated to reflect this change.

10.10.2024 | In the plan, Finland commits to complying with a net expenditure path (i.e. a maximum permitted growth rate for net expenditure) for the next four years. The net expenditure path is compatible with the adjustment measures outlined in the Government Programme and General Government Fiscal Plan.

The Sustainable Growth Programme for Finland is being prepared by the Ministry of Finance and involves extensive collaboration with other parties. These include ministries, the Regional Councils, other regional entities, business and industry, and the research sector.
