Working group to review a reform of the group taxation system
The Ministry of Finance's working group will review the group taxation system and the tax treatment of so-called final losses.
The task of the working group is to
- examine the reform of the group taxation system in order to eliminate the problems found in the system
- determine the conditions under which the final losses of foreign subsidiaries could be utilised in Finland
- find out how to enable their utilisation in the way required by the EU law
The reform must be implemented so that account is taken not only of Finland's competitiveness but also of the safeguarding of the tax base and the predictability of taxation.
The reform is based on the Government Programme. It also stems from a notification issued by the European Commission to Finland.
The Ministry of Finance appointed a working group on 31 Octoberber. The term will end on 31 January 2021.
The working group consists of representatives from the Ministry of Finance, the Supreme Administrative Court, the Tax Administration, university world and business organisations. The group must consult key organisations during its work.
