Goals and results

Hankkeen tavoitteena on laatia hallituksen esitys tarvittaviksi lainsäädäntömuutoksiksi, joilla luodaan mikroliikkumista ohjaavaa lainsäädäntöä sekä annetaan kaupungeille ja kunnille työkalut mikroliikkumisen hallintaan. Tavoitteena on parantaa liikenneturvallisuutta sekä mahdollistaa uudenlaisia liikkumisen palveluita ja innovaatioita.

Starting points

Pääministeri Petteri Orpon hallitusohjelmaan on kirjattu, että hallituskauden aikana luodaan mikroliikkumista (muun muassa sähköpotkulaudat) ohjaavaa lainsäädäntöä, minkä lisäksi annetaan kaupungeille ja kunnille työkalut mikroliikkumisen hallintaan.

Mikroliikkumisella tarkoitetaan tavallisten ja sähköavusteisten polkupyörien sekä kevyiden sähköajoneuvojen (esimerkiksi sähköpotkulautojen) käyttämistä liikkumiseen. Ensimmäiset yhteiskäyttöisten sähköpotkulautojen vuokrauspalvelut tulivat Suomeen vuonna 2019, minkä jälkeen mikroliikennepalvelut ovat kehittyneet avoimilla markkinoilla entistä monipuolisemmiksi. Kehitys on tuonut mukanaan myös uusia turvallisuushaasteita, joihin ei ole aikaisemmin osattu varautua riittävästi lainsäädännön tasolla. Mikroliikkumisesta aiheutuvat ongelmat liittyvät erityisesti ajoneuvojen pysäköintiin ja liikkumisesta aiheutuviin onnettomuuksiin.

Mikroliikkumiseen liittyvät liikenneturvallisuuden haasteet tunnistettiin myös maaliskuussa 2022 hyväksytyssä, vuosille 2022–2026 annetussa liikenneturvallisuusstrategiassa. Liikenneturvallisuusstrategiassa on useita toimenpiteitä mikroliikenteen turvallisuuden parantamiseksi. Tällaisia toimenpiteitä ovat muun muassa selvitykset pyöräilyn ja mikroliikkumisen promillerajasta sekä kuntien toimivaltuuksista ohjata mikroliikennepalveluita alueillaan.

Liikenne- ja viestintäministeriö julkaisi maaliskuussa 2023 arviomuistion sähköpotkulautailun ja mikroliikkumisen ratkaisu- ja sääntelyvaihtoehdoista. Arviomuistion liitteenä oli myös liikenneturvallisuusstrategian mukainen selvitys pyöräilyn ja mikroliikkumisen promillerajan liikenneturvallisuusvaikutuksista. Arviomuistio ja siitä saadut lausunnot toimivat käynnissä olevan hankkeen ja työryhmän työn pohjana.

Hankkeen tavoitteena on tehdä esitykset tarvittavista lainsäädäntömuutoksista, joilla pyritään varmistamaan liikenneturvallisuuden positiivinen kehitys hallitusohjelmakirjausten ja liikenneturvallisuusstrategian mukaisesti mikroliikkumisen yleistyessä. Tavoitteena on parantaa liikenneturvallisuutta ja mahdollistaa uudenlaisia liikkumisen palveluita ja innovaatioita.

Liikenne- ja viestintäministeriö on asettanut työryhmän valmistelemaan hallituksen esitystä. Työryhmään kuuluu sidosryhmien edustajia. Hanketta toteutetaan avoimessa vuorovaikutuksessa ja yhteistyössä. Sidosryhmiä ja kansalaisia kuullaan hankkeen eri vaiheissa. Valmistelun aikana kuullaan myös mikroliikkumisen verkostoa. Tavoitteena on, että muutokset tulisivat voimaan kesäkaudeksi 2025.
