The task of the working group is to support the preparation of the European critical Communication system (EUCCS) and the work of the Mission critical Communication Expert Group (MCCG) in cross-administrative cooperation, especially with regard to advance influencing of EU legislation and the preparation of EU legislation to be launched.

Goals and results
The task is to
- support the preparation of the EUCCS project and the work of the MCCG group at national level
- advance influencing related to EU legislation
- ensure that the expertise and technical knowledge of Finnish experts working in the MCCG groups are taken into account in EU ex ante lobbying
- support for the preparation of EU legislation based on the objectives of developing and introducing time-critical broadband mobile communications of the authorities (Virve 2)
- draw up a background memorandum to support legislative drafting
Starting points
EUCCS law drafting at EU level has reached a stage where the Commission has announced that it will submit a regulatory initiative Q3/2026. The aim of the initiative is to enable the operation of EUCCS, harmonise Member States' implementation models for future broadband solutions and create a management model for maintaining and developing EUCCS.
Additional information
EUCCS EU legislation supports the objectives of developing and introducing time-critical broadband mobile communications of the authorities (Virve 2).
