Esityksen tavoitteena on tehdä virvoitusjuomaverosta annettuun lakiin Euroopan komission valtiontukihyväksynnän edellyttämät muutokset, jotta kevään 2023 virvoitusjuomaveron uudistus voidaan saattaa voimaan. Lisäksi virvoitusjuomaveroa korotettaisiin hallituksen vuosina 2023-2025 tekemien päätösten mukaisesti.
