The redesign will create a new remote registration process, make it possible to issue personal identity codes to foreign nationals more quickly and widely, and make personal identity codes gender neutral. The changes will have no effect on personal identity codes that have already been issued.

The Government will launch structural reforms to boost employment and growth, which will have positive impacts on general government finances in the next few years. In addition, the Government decided on consolidation measures.

The working group also approved continuing the preparation of Finland’s digital compass based on feedback.

Measures that broaden the eligibility of foreign nationals for personal identity codes received particular support. However, the tight schedule for the redesign, the changes it will require to data systems and its costs gave rise to concerns.

8.7.2022 | New intermediate characters indicating the century will be incorporated into personal identity codes starting in 2023. Existing personal identity codes will not be changed by this reform. The new intermediate characters can be used, for example, in personal identity codes issued to foreign nationals moving to Finland to work.
