The system of administering discretionary government grants will be improved by creating uniform, digitalised government grant processes. The grant activities involved include the channelling of grants, the application process, and the award, monitoring and assessment of grants. The aim is that the whole of central government will gradually switch to the new system of government grant administration, and, over the next few years, will begin using the supporting shared online services.

The memorandum prepared in the programme's legislative drafting group was circulated for comments on the Lausuntopalvelu.fi website at the turn of 2025–2026. According to the preliminary schedule, the government proposal will be submitted to Parliament in the late spring of 2026.

17.4.2026 | New legislation would give municipalities the option to collect a tourist tax, which would be a new source of income from tourism. Individual municipalities would decide whether to adopt the tax.

It is proposed that the Act on wellbeing services counties be temporarily supplemented so that the Ministry of Finance could, under certain conditions, grant permission to cover accumulated deficits by the end of 2027 or 2028 for those wellbeing services counties for which it is necessary to comply with legislation.
