Guidance of services
The Act on the Provision of Shared Government Information and Communications Technology Services enables the uniform production and use of such services.
Service provision is based not only on this Act but also on the Decree on the Provision of Shared Government Information and Communications Technology Services and the Act and Decree on the Operation of the Government Security Network.
Under the Act on the Provision of Shared Government Information and Communications Technology Services, the Ministry of Finance is responsible for guiding and directing the provision of shared government ICT services and the quality of these services, and for interoperability of these services and their compliance with enterprise architecture.
The Ministry of Finance is also responsible for administrative and strategic guidance and guidance on ICT contingency planning, preparedness and security in regard to the provision of shared services.
Customer guidance of shared services is supported by Valtori’s customer advisory board set up by the Ministry of Finance.
Under the Act on the Operation of the Government Security Network, the Ministry of Finance is responsible for administrative, strategic and economic guidance and supervision of the security network operations and for guidance and supervision of ICT contingency planning, preparedness and security regarding the network operations.
The Ministry’s guidance duty is supported by the Advisory Committee on Security Network Operations, set up by the Government.
Guidance for digital and cyber security in public administration is provided on the basis of Finland’s Digital Compass, specifically the objective ‘Comprehensively secure public services.’ The target state, strategic objectives and development proposals set out in Finland’s Cyber Security Strategy 2024–2035Link to an external website include the key goals for the guidance of digital and cyber security in public administration. In accordance with the Act on the Provision of Digital Services, agencies must design and maintain their digital services in such a way as to ensure their information security, data protection, findability and ease of use. The Act on Information Management in Public Administration describes the minimum requirements for information security measures in public administration.
