A life event is a change in a person’s life that requires the person to use the services of more than one public authority. A business event is a corresponding event that takes place in the activities of a legal person such as a business or association.

Life-event-based digitalisation is the systematic development and production of public services as more consistent service packages centred around life and business events.
The aim of the digitalisation of service packages is to provide smoother services for people and businesses in connection with different situations and events, to develop seamless service paths and to improve the productivity and compatibility of public services.

The programme is being implemented by the Ministry of Finance to support the preparation of projects developing digital services for life events and business events, to propose the implementation of projects that have been prepared and to guide and coordinate the implementation of projects that are being launched.
The programme aims to streamline and automate interactions with public authorities, to improve the efficiency and productivity of public services, to promote the compatibility of information management in public administration, and to shift towards a human-centred approach to providing public services.

The programme is aiming to achieve four goals:
- To produce at least ten ready-to-implement project concepts relating to life or business events.
- To produce a long-term development plan for life-event-based digitalisation.
- To produce a scalable and inclusive cooperation and development model for service packages centred on life and business events.
- To organise a developer network around projects to be launched. The network is a shared forum for experts in life-event-based digitalisation.

The Ministry of Finance prepared the establishment of the programme in 2022–2023. The outputs of this preparatory stage are presented below.
During the winter of 2022/2023, the Ministry of Finance asked organisations to highlight important service packages that should be digitalised and, where appropriate, automated.
An international reference study identified best practices related to digital services centred on life events in selected countries. The study looked at, for example, legislation, infrastructure, interoperability and changes in ways of working.
An analysis of the infrastructure for service packages based on life events mapped the current situation and areas for development in national digital infrastructure and support for e-services.
A study of human-centric operating models looked at the management of human-centric development and compared management models that were suitable for projects to develop services based on life events.

Anyone interested in life-event-based digitalisation is welcome to participate in the activities of the open developer network.

The support provided by the programme includes expert support for service design, access to the MiniSuomi test environment, support materials for preparatory stage outputs, a tool for monitoring progress, a feasibility assessment based on set criteria, an open developer network, access to Ministry of Finance and Government structures, and other support services that may be decided separately. We will seek to find the most suitable form of support for different use cases.

The programme to promote life-event-based digitalisation will implement service design projects that will examine services from the perspective of a single life or business event. Service design aims to identify the current state and challenges of services relating to life or business events and to propose ways to develop the services into human-centred service packages. These projects will be implemented in cooperation between the public authority responsible for the services and service design experts at the Digital and Population Data Services Agency. MiniSuomi is an open platform for co-development. It was established to enable agile and flexible experimentation in projects developing public administration. The experiments carried out in MiniSuomi aim to model solutions at the most concrete level and at as early a stage as possible. The platform can also be used to test applications to automate and simplify data transfer between several different public organisations at the same time. The technical experiments and applications carried out in MiniSuomi are freely available to everyone. The programme does not offer funding for development. The programme helps to identify what funding options are available and can provide support when applying for funding.

The developer network is a shared forum for experts in life-event-based digitalisation and is open to everyone. The network holds online meetings and live workshops about once every two months. You can get involved in the network by joining its mailing list. The network sends invitations to its meetings and other information through the mailing list.

Under the programme's action plan, the programme excludes the development of electronic services and information systems, legislative drafting, and personnel resources of the participating organisations.

This programme aims to incorporate and make use of earlier preparatory work as much as possible. We would be happy to receive information on earlier work related to the programme's objectives. We would also be happy to work with other networks promoting the development and digitalisation of public administration.
