Ministerial working group: Reliability of central government premises in emergencies to be developed
The development of premises used by central government authorities is being continued. The aim is to increase the security and reliability of properties used by authorities.
On 24 January, the Ministerial working group on developing the digital transformation, the data economy and public administration gave its support for the Ministry of Finance, various authorities and Senate Properties to continue developing the emergency preparedness of government premises. The ministerial working group also discussed cyber security and the situation picture of the digital transformation.
The aim is that the critical operations of key central government authorities can continue even if telecommunications connections or the distribution of electricity, water or heat is interrupted. The infrastructure of certain properties will be developed to this end.
“By developing preparedness, we are improving the resilience of all of society. It is vital to secure the operations of key authorities in emergencies in order to ensure that society can continue to function stably,” said Minister of Local Government Sirpa Paatero.
Long-term work to improve cyber security
Numerous branches of government have been implementing measures to improve cyber security and preparedness for a long time. The ministerial working group was briefed on, for example, the location of data resources, alternative solutions for critical telecommunications, the development of data security services and measures to manage cybersecurity incidents.
“Finland is a world leader in cyber security, and we work continually to improve our preparedness in this field. We have taken major steps forward in recent years, particularly in the coordination of cyber security,” said Minister Paatero.
The ministerial group also discussed the situation picture of the digital transformation, also called the digital portfolio. The digital portfolio is a monitoring tool that covers the central government’s most significant digitalisation projects. The digital portfolio makes it possible to form an overall picture of ongoing development projects and to channel investments more effectively. The digital portfolio supports the implementation of the national objectives set in the Digital Compass.
Review of open radio access networks
The ministerial working group was also briefed on the development of open radio access networks (Open RAN). Open RAN refers to radio networks in which the network interfaces are open and components can be sourced from several different vendors. In Open RAN, radio network interfaces can be opened, which could increase the of number network equipment vendors on the market. The development and implementation of Open RAN involves uncertainties and security risks, but also benefits and opportunities to improve security.
“Finland has taken the initiative in network security, and our legislation has attracted a great deal of positive attention around the world. We keep a close eye on new ways of using networks and on the standards for the next generations of networks through international cooperation,” said Minister of Transport and Communications Timo Harakka.
