Proposal for 2026 Budget submitted to Parliament

The Government has submitted its proposal for the 2026 Budget and related legislative proposals to Parliament.
In the 2026 Budget, central government expenditure amounts to EUR 90.3 billion, which is EUR 0.2 billion higher than the sum budgeted for 2025 (including the second supplementary budget). Revenues in the 2026 Budget amount to EUR 81.6 billion, leading to a deficit of EUR 8.7 billion.
The deficit will be reduced by around EUR 2.3 billion on a non-recurring basis by entering the remaining cash receipts of the National Housing Fund as revenue in the Budget in connection with the dissolution of the Fund. This will not reduce central government or general government indebtedness. Without this amount being entered as revenue, the deficit would be EUR 11.0 billion, which will be covered by taking out more debt.
Stabilising the general government debt ratio by the end of the government term is one of the most important fiscal policy objectives of the Government. To this end, in the Government Programme and in spring 2024, the Government decided on measures that will strengthen general government finances by approximately EUR 9 billion at the 2027 level. In its mid-term policy review session in spring 2025, the Government also decided on measures to boost economic growth and ways to fund those measures. The budget proposal for 2026 will implement these decisions.
In its latest budget session, the Government also decided on EUR 1 billion of new adjustments to reduce the accumulation of general government debt. These adjustments will mostly be included in the 2027 Budget.
Parliament is scheduled to adopt the 2026 Budget in its plenary session in December.
