11.3.2026 | On 11 March, Parliament passed a bill for legislative amendments that will cause public authorities to primarily send digital messages to people who are already using digital services provided by the authorities. Paper mail will remain an option. This change is scheduled to enter into force on 14 April once the amendments have been adopted.

28.8.2018 | The Ministry of Finance has asked the Population Register Centre to investigate whether the principles of strong identification of citizens are in need of reform. The investigation focuses on finding the most practical ways of implementing electronic identification for the public administration’s online services. 29.4.2024 | The Ministry of Finance has set up a project to guide the implementation of a national digital identity wallet. The Digital and Population Data Services Agency will be responsible for the technical implementation.

9.11.2023 | The EU already regulates cross-border electronic identification and trust services for electronic transactions in the eIDAS Regulation. The Regulation will now be amended to include common legislation on European Digital Identity Wallets for citizens and businesses.

24.2.2023 | The remaining parliamentary term is not sufficient for parliamentary committees to consider the proposals, which means that the next government will decide on moving the proposals forward. The new acts were scheduled to enter into force in September 2023.

23.6.2022 | In its meeting, the Ministerial Working Group on Developing the Digital Transformation, the Data Economy and Public Administration approved the main elements of the legislative proposals concerning a digital identification application and the redesign of the personal identity code. The working group also approved continuing the preparation of Finland’s digital compass based on feedback.

15.9.2022 | The government proposal lays the foundation for the introduction of a digital identification application, a digital service authenticator for foreign nationals and an electronic identification means for natural persons. The digital identification application will be introduced alongside passports and identity cards and will improve the ability of citizens to manage their own information. The Government submitted the proposal on 15 September.

15.9.2022 | The Government proposal on redesigning the personal identity code system will enable the development of a digital operating environment in Finland. The redesign will create a new remote registration process, make it possible to issue personal identity codes to foreign nationals more quickly and widely, and make personal identity codes gender neutral. The changes will have no effect on personal identity codes that have already been issued.

9.9.2021 | The Government supports the European Commission’s initiative to create a legislative framework for a European digital identity and a digital identity wallet application. The Commission’s initiative is in line with Finland’s national preparation.

Measures that broaden the eligibility of foreign nationals for personal identity codes received particular support. However, the tight schedule for the redesign, the changes it will require to data systems and its costs gave rise to concerns.
