23.10.2020 | The Government’s proposed seventh supplementary budget for 2020 includes financial support totalling EUR 750 million for the municipalities and EUR 200 million for the country’s hospital districts, to cover costs arising from the coronavirus (COVID-19) pandemic. The aims of this are to safeguard the municipalities’ basic public services, help expand services essential for tackling the pandemic, and ensure the success of the Government's hybrid strategy.

17.2.2022 | On 17 February, the Government issued a resolution ending the national recommendation on remote work after 28 February. After the national recommendation ends, employers are encouraged to follow the instructions provided by regional health authorities, as the situation in different regions may change rapidly.

23.6.2021 | The Government proposal for legislation on establishing wellbeing services counties and reforming the organisation of healthcare, social welfare and rescue services was adopted by Parliament on 23 June 2021. The proposed wellbeing services counties will be established as soon as possible after the passing and approval of the relevant acts. The acts will enter into force in stages, the first ones on 1 July 2021 and the last ones on 1 January 2023.

2.12.2021 | The Government recommends that workplaces in areas in the community transmission phase switch to remote work when possible. Recommendation on remote work will be in effect until further notice. The Government issued a government resolution on the matter on 2 December.

25.8.2022 | Rapporteurs Juha Aho and Mika Penttilä propose a joint child-oriented budgeting model for municipalities and wellbeing services counties based on a traffic-light classification. They recommend that child-oriented budgeting be launched with a pilot that would focus in the first stage on financial statements data.

8.12.2020 | The Government proposes that wellbeing services counties be established and healthcare, social welfare and rescue services be reformed. The proposed counties would be established as soon as possible after the passing and approval of the relevant bills. The bills would enter into force in stages, the first ones on 1 July 2021 and the last ones on 1 January 2023. However, Parliament needs to pass the legislative package before the reform can enter into force.

15.6.2020 | The Ministry of Social Affairs and Health, the Ministry of Finance and the Ministry of the Interior request comments on the draft government proposal concerning the health and social services reform and the organisation of rescue services from the municipalities and joint municipal authorities of mainland Finland and other parties mentioned in the request for comments. The deadline for submitting comments is 25 September 2020.

13.10.2020 | The Ministerial Working Group on Health and Social Services has reviewed the opinions submitted in the round of comments held from 15 June to 25 September 2020 on its draft government proposal. As a result, the Government has made a number of policy adjustments and amendments to the draft. A total of 804 comments were received. The draft proposal will be submitted to the Finnish Council of Regulatory Impact Analysis on 14 October 2020 and presented to Parliament in early December 2020.

The aim is to ensure that basic public services can continue to be provided and to alleviate the financial challenges faced by municipalities as a result of the coronavirus (COViD-19) crisis.

10.6.2020 | Reform of healthcare, social welfare and rescue services will have a major economic and operational impact on Finland’s municipalities. 5.6.2020 | The Government has finalised the policy outlines for the health and social services reform, on the basis of which preparations for the reform will continue. The aim is to circulate the draft bills on the restructuring of health and social services for comments in June.

16.9.2020 | The Government is committed to protecting people’s wellbeing and the ability of businesses to cope during the coronavirus (COVID-19) crisis in Finland, with as few detrimental human and economic consequences as possible. Its recovery-focused budget proposal for 2021 provides a route for exiting the crisis and continues the development of the welfare state in a socially, ecologically and economically sustainable manner.

20.5.2022 | The second supplementary budget proposal for 2022 responds to appropriations needs directly caused by Russia’s war of aggression in Ukraine and mitigates the harm caused by COVID-19 to children and young people.
