Finland submits Draft Budgetary Plan to European Union

Finland’s Draft Budgetary Plan for next year is based on the Government’s budget proposal.
Draft budgetary plans (DBPs) are part of the EU’s coordinated surveillance exercise. Euro area countries send their plans for the forthcoming year to the EU every autumn.
The DBP should identify any deviations from the general government finances strategy defined in the medium-term fiscal-structural plan.
The Council of the European Union approved Finland’s medium-term plan and net expenditure path in January. In July, the Council approved the activation of the national escape clause for Finland, which allows Finland to deviate from the net expenditure path approved by the Council in 2025–2028. This decision was based on increasing defence spending.
European Commission to assess plan
The Government approved Finland’s Draft Budgetary Plan on Thursday 2 October, and the Ministry of Finance will submit the plan to the EU.
Next, the European Commission will assess the plan. The Commission will publish its assessment of the plan in November. The Eurogroup will issue a statement on the DBPs of the euro area countries in December.
