Hankkeen tavoitteena on määritellä kansallinen tavoitetila julkisia hankintoja koskevan tiedon keräämisessä ja hyödyntämisessä sekä arvioida toteutusvaihtoehdot julkisten hankintojen tietovarannoksi ja sen tietosisällöiksi sekä tietovarantoon liittyvät lainsäädännölliset vaatimukset.

Hallituksen esityksellä on tarkoitus panna täytäntöön Euroopan parlamentin ja neuvoston 20. kesäkuuta 2019 antama direktiivi (EU) 2019/1024 avoimesta datasta ja julkisen sektorin hallussa olevien tietojen uudelleenkäytöstä. Direktiivi on pantava täytäntöön 17. heinäkuuta 2021 mennessä.
