Handbook on Government Procurement 2007
The Handbook on Government Procurement guides government agencies and departments in carrying out public procurement in accordance with the revised regulations of 1 June 2007 and in observing procurement procedures and regulations in keeping with the government procurement strategy.
The purpose of the handbook is to support the arrangement of procurement by the procurement units and to back up planning and competitive tendering in public procurement, including the contract stage and post-contractual action. The handbook also aims at unifying procurement practices and procedures and at supporting the drawing up of procurement strategies and guidelines.
The handbook illustrates the main implementation stages required by competitive tendering under procurement legislation and gives practical guidance in carrying out procurement and entering into contracts. The target groups include parties responsible for the management and development of procurement activities and parties implementing the actual procurement procedure (competitive tendering) and the procurement itself. The handbook?s focus is on central government procurement, but relevant sections can also be utilized by other public management procurement units and suppliers.
